The outer layer of the forebrain is the cerebral cortex, a sheet of gray matter that covers the cerebrum. This cortex is where many of our most complex mental abilities originate—thinking, planning, language, and conscious perception. The frontal lobe, while crucial for planning and decision-making, is a region within this outer layer rather than the layer itself. The other lobes (parietal, temporal) are areas inside the cortex with specialized roles, but they don’t describe the outermost covering. So the part that forms the outer layer and supports complex thought is the cerebral cortex.
